Just after Savepoint 3, when you kill the two ninjas you should be here. Instead of going up turn around and jump on the "bottle" ledge.
You should be here:
Then, jump on top of another ledge.
Voila! Now you can get the hypo. Beware, there is a comguy which will be shooting at you.
