Climb up to the top floor where you see the first crane. You should be here:
After you get on the block, jump on the crane.
A striker should come out somewhere, if you will not find him; he'll find you.
Well kill him! He drops three items: a HYPO, a PHASE CLOAK and a FORCE SHIELD!
