Right after the triple-lock door, just as you got outside kill the blue striker and you
can do the trick. Shoot down (you must have a gun and some ammo!) the window in the picture.
Now jump onto the ledge past the broken window. Now, unfortunately, you are not there yet.
You are blocked a little.
Now you have to make a tricky jumpflip and then you have to claim your prize. Now, notice the ceiling is low
and your head goes through it.
Unfortunately you cannot get too low below the ceiling to jumpflip
over it. Look in Level 14: Tower of Doom trick.
